I think giga had a good idea, but the whole poll ruined things.  So same concept, without the poll.

Since there are way more than 100 levels, I'm going to say this:  Hunt the Nessy is probably the lowest one, like, off the charts of unpopularity.
Hmm...

My list:

100.  Poles Apart - Nice level, but annoying to pull off sometimes
099.  Rendezvous at the Mountain - Are the developers serious?  This is an okay level, but too much building, and way to easy for a last level.
098 and 097:  XMAS 91 levels - okayish, but not great.
096 and 095:  XMAS 92 levels 3-4 - Long, drawn out, XMAS 91 concepts!
094:  Many lemmings make level work - Bomber timing.  Annoying.
093:  Dolly Dimple - Nice idea, but what's with the 99 release rate?  Nothing against the level, but it's placed poorly.
092:  Bomboozle - Bomber timing, and prioritizing issues.
091:  Natural Selection - Has potenial, but is lacking in skill selection.  Nethertheless, it's fun to use the skills that knock the lemmings flying all around!  http://www.lemmingsforums.com/Smileys/lemmings/laugh.gif" alt=":D" title="Laugh" class="smiley" />

After a while, I will put up a poll after we determine which ones will fall in the top ten.

And that, I'm afraid, is precisely the problem with this poll. To select our tenth decade of best levels, we have to either first work out our top ninety, or else work out our bottom however many, to see which end up in precisely the 91-100 bracket. And then what? Do we vote on which levels should go in the 81-90 list? What if a level ends up on both lists, which is not at all implausible? Conversely, what if I don't vote for a level on the 91-100 list because I figure it deserves to go in the 81-90 bracket, but then it doesn't get chosen for that bracket? The end result will be that it won't appear on either final list, whereas had the 81-90 bracket been selected first, I would have voted for it in the 91-100 bracket in preference to it not making the top 100 at all, and that might have been enough to make the difference.

Short version: the only way to do this is starting from the very bottom or the very top. If we're only interested in the top 100, it has to be the very top.

Good thoughts, Proxima, I'll change this straightaway.

My suggestion would be, allow each user a certain number of votes, say, 30 (just a random number).
However, they're allowed to vote for the same level as many times as they want, as long as it's within their maximum number of votes.
This way, they can choose for themself how they want to weight their votes.

Then, take out the bottom x amount of levels (maybe take out the bottom half of those outside the top 100), then repeat, and keep doing this until you have a top 100. Then, one final round to decide the ordering of the top 100. This way, levels don't miss out on votes that they would have got had another level (which ended up being eliminated) not claimed the vote instead, and so on.
Of course, it'd take ages, but it's an idea.

2D Lemmings: NeoLemmix (engine) | Lemmings Plus Series (level packs) | Doomsday Lemmings (level pack)
3D Lemmings: Loap (engine) | L3DEdit (level / graphics editor) | L3DUtils (replay / etc utility) | Lemmings Plus 3D (level pack)
Non-Lemmings: Commander Keen: Galaxy Reimagined (a Commander Keen fangame)

*hit. This is still going to cause a lot of controversy. I think this is a derivative to the "Top 5, bottom 5" by Clam Spammer. At least it gives out personal opinions on what they like and don't like, at least no-one has to argue which is better.

I might be wrong, but I wanted to make this assumption.
