Can't lock post

I'm trying to lock one of my old obsolete posts, but I don't see the option to anymore. Can only admins lock posts now?

You sure there's no lock button near the bottom of the screen? (Slightly above the Quick Reply)

I just checked on the test account (which does not have mod or admin privileges, apart from accessing the staff board) and the option seemed to be there. I also double-checked the permissions in the admin panel.

The option to delete the topic is no longer there, but lock should still be.
