Why is it that when I put 15 minutes on the time limit and when I go to test the level, it's only one minute?

I think LemEdit caps the maximum time limit to 9 minutes.  I don't think time limits with minutes 10 or higher would even display properly in the PC version of the game (though it might still work regardless).

In any event, I would question whether you really want to create a level that would require such a big time limit (especially considering that the PC version limits level size to around 1600 pixels wide x 160 pixels tall)?  All the levels in PC Lemmings are 9 minutes or less.  If a level requires 10 or more minutes, I would start to wonder if it might be too tedious or repetitive to be fun to play.

I'll agree there; if a level has a high time limit and gives time problems, it's probably overly tedious.

Usually, a high time limit is better suited solely for giving the player far more time than they'd ever need, but even this, usually 9 minutes is more than enough. The only recent level I've created with a higher time limit than this, simply had such a high limit to go with it's 42 theme.

I've done this stuff before.

Is it displaying as 1 minute, or is it actually just one minute?

It could easily just be displaying incorrectly, because of the following:
t = time

if t>9:59:
     t does not correctly display

That's what I've found from my experience.  I really don't know why you need 15 minutes, but I'm sure there is some sort of logical reason.

Because one of my long PSP levels originally has 15 minutes. The 15 minutes was to test how fast I can beat the level in Custlemm since the level is big. The level can be beaten faster in Custlemm than the PSP version of the level due to the terrains and noose trap being different. I reduced the timer to less than 15 minutes because of this, and I think it's now 11 minutes.
